For fire damaged HDDs I'd choose Convar.

There's a distinct range of problems you can have with a computer that was in a fire, ranging from smoke, melted PCB, water damage, etc. I've pulled the drive from an arson case that spun up just fine and imaged all the data with no special hardware. Do you have photos of the drive itself (with the SNo etc redacted).
