I don't know what you'd classify as "cheap" but I'd recommend you use UFSExplorer Pro Data Recovery as a Windows solution to recover from it. It's about the best Windows tool for handling HFS+ file systems.

Sorry, I didn't realize you mentioned "windows computer" before. I was going off the topic title which was for Mac OS. In that case, then photorec is quite good as a free option. I know Recuva free is also preferred by many as a free option. If you wan the best results I'd go with R-Studio though. It costs $79, but is well worth is in my opinion.
If cheap is your focus, it may be best to use a Linux VM or Linux boot disc to mount the OSX image to examine and recover files from it. Backbox is quite good for this also Paladin Linux is good for this. Out of curiosity, how did you image the mac and what format is it in? (E01, DD, etc and what tool did you use)
To complete the previous reply a bit, the freely available Kali Linux live media could be also used for mounting read-only the image and recover your data. I can't think of cheaper… D
