This is probably the best option. Who knows what legal claptrap you'll have to deal with when you go to Apple.
I was working with a deceased person's iPhone earlier this year and the password turned out to be 1234. Elcomsoft's Phone Breaker cracked that password in about 5 minutes.
If your phone is not set to delete itself after 10 incorrect tries, I recommend entering obvious passwords such as 1234 or 123456 or 111111.
You can't know if the phone is set or not to wipe all after 10 bad tries, so don't try to guess the passcode, it can lead to total data loss.
If iTunes backups or a known high probability PIN that was known to have been used by the owner doesn't turn anything up, then your best bet is to wait. Since this is not a pressing investigation and the person would just like it back for the memories at some point there isn't impending urgency.
As mentioned there's no way of knowing if the wipe after 10 tries is active so don't try unless you have a couple of choices that are very highly likely. At present options are very limited for any iPhone with a secure enclave and running a more recent iOS, but new hacks and workarounds are discovered every few months that apply to various devices. I wouldn't be surprised if some way of unlocking it is discovered at some point in future.

Secure enclave or not, it is just a matter of time until some existing software or hardware bug based unlock method will be available.
