In my previous job we had a team dedicated to Audio/Visual enhancement for CCTV footage and various other types of media. You have asked a very basic question for a very complex field.

Can you be specific?
What do you have? (ie Jpeg, AVI, MPEG etc)
Where did it come from?
Quality (how many channels etc if you know, stereo/analog/DTS, HD, Codecs in use)?
What are you trying to accomplish?

I know from experience is you have low quality video/audio and you are trying to clean up background noise then you will have very little chance. How much you can manipulate a picture or video file depends very largely on the quality of what you have to work with.

I will contact my former colleagues and see what software tools they are using for CCTV at the moment.

For images Photoshop is still one of the best. Ocean Systems makes dTective for video analysis and ClearID for image analysis which are more geared to forensics.

Check out THIS site for some good reading on the subject.

This is the reply I was given by an AV expert who works for the Police over here..

They are Starwitness and Cognitech. There is a steep learning curve with the latter. Both systems will work with any video that can be fed into them i.e. analog or digital.

Ocean Systems have some good plugins for AVID Media Composer and Photoshop.

Adobe CS production suite can also do some good things.

In short the tool used depends on the quality of footage. I see a lot of footage, mainly digital, that regardless of what tools you have, there is not much that can be done.

Not too indepth, but as he says it largely depends on what you have to start with.

Hi, you can also give a look at Amped Five: ampedsoftware.com (disclaimer: I am the founder of the company).
