If you want to ascertain whether USB debugging is turned on or off, then you can connect the device (turned on) to a computer, and run 'adb devices' command to check if the device is present, if it is, its likely adb is on.

If you need to turn ON adb debugging and don't have a screen, I would recommend replacing the screen. The digitiser (touch part of the screen) may also be damaged, and even if it's not, inputting command into the phone without the screen may cause you to change or delete data that you are unable to recover.

If you require a forensic image of the device, and boot loader exploit is available (UFED/XRY), perform a boot loader based physical extraction.

Phone is current on off mode (USB debugging). So if I understand there is no possibility to turn on USB debugging whit broken screen. Do you know if the programs (UFED / XRY) offering trial version?

If only the "touch" part of the screen is damaged (but you can still see whats on the screen) and the phone supports USB on-the-go ie. USB host mode, you could try to connecting a mouse to it. You will need a special cable USB OTG cable for this.

Just checked on our UFED and physical support is ADB only, no bootloader option.
