When you want to delete all personal information stored in a computer All personal information of the user is stored totally in the HDD, or any part of it is stored in any chip?

User data is stored on hdd - no user data is stored elsewhere on the system (unless you count RAM on a live system), so, in essence, if there is no hdd, there is no identifying information stored on the system.
The write cache on a hdd is there for performance and is volatile, so once power is off, the data is in the cache is gone… so nothing left on the chip.

Some high end routers have an internal flash memory where ISP settings can be stored (Wifi username, password and filtering rules if any), but I don't think that counts as a PC "chip".
