Wotsits, in short answer to your question there is no simple answer. Google may identify various forum thread comments of guesstimates given by respondents. Your question is far too vague as there are a variety of manufacturers each defining memory.
For instance, in 2005 Samsung Electronics launched a 2MB SIM - S3FJ91L - that was double the max size of memory of some existing SIM Cards on the market. I cannot see that takes you very much forward with your line of enquiry. Do you know any operator that uses that SIM?
How far are you going back in time e.g. to 1991?
Do you mean memory storage relative to the last five years?

You may find it helpful to structure your research about SIM Cards (memory-embedded smart card IC) to include A,B,C,D,E e.g.
A) ICC/UICC manufacturers
and
B) Various memory types

C) Unicron has been kind enough to identify a reference standard (which I read your comments that you think it is "quite a long manual"). If your enquiries are serious to post at this forum then they must be serious enough for you to apply yourself to going through the standard and identify the elementary files (EFs) that hold interest for you.

Following on from trewmte's excellent reply, you may also want to redefine what you mean by SIM card.
Technically the SIM is an application running on smart card hardware. The reference standard that I directed you to outlines the expected behaviour and requirements of the SIM application, but it is possible for manufacturers/operators to add their own 'features' to the SIM application and underlying hardware - again as trewmte pointed out Samsung saw fit to release 2MB SIM.
Ultimately as others have indicated in their responses to this (and all your other similar posts), there is no one size fits all answer which is why most responses are 'It depends'. Perhaps try asking more specific questions to get to the information you need?
