Is this your homework?

My first question would be what is a character? ASCII, UTF-8, Double byte Unicode.

But if a character is 1 byte (as in ASCII). One byte can have 256 values.

So if 30% of all characters are "0", and there are no characters outside of the "0" to "9" range, then entropy (randomness) is Low.

If they are expecting more than a one word answer (e.g. Shannon entropy) then this page might help

Bit of a dumb question really, as it seems to be missing some details.
