Q Does anyone know of either a site or software where I can check credit card numbers for the BIN? One of the problems I am running into is I have many false positives which some I can exclude, but have several thousand I need to identify. I can export the numbers into a spreadsheet if need be.
The prosecution is asking for me to identify as many as possible for restitution and punishment. I know of many sites where I can enter the first 6 numbers one at a time, but I have several thousand to verify. Doing them one at a time could take many man hours. Any ideas?
It's not BIN anymore, it is IIN (and the newly issued ones have been enlarged from 6 to 8 numbers)

with some specific limits but that can be levied for what I believe to be a rather reasonable fee, and automating via CURL is easy.
You have to understand how the actual database is in the hands of ISO/IEC 7812 Registration Authority (the American Bankers Association), it is NOT public and - I believe - access is provided only to selected entities (financial institutions)

This means more or less that each and every BIN/IIN lookup service EITHER uses other sources OR uses the actual real source in a non-fully-compliant manner.
Which plainly means that each and every result you can gather from these services (including the one I cited) may (or may not) be accurate and more than that, if the scope is that of using these results as evidence it DOES NOT constitute valid evidence in a Court.
You will need to find another way, possibly contacting the ISO/IEC 7812 Registration Authority, and/or contact local financial institutions (with access to the verified list) capable of certifying the results of the lookup.
