How would you deal with a image of a PC in foreign language i.e chinese other than english. I know encase indexes foreign language etc but when looking at forensic artifacts wont they be in the foreign language?  

As of now and as a rule, a typical digital forensics tool kit will present the artifacts in their ‘native’ language. Belkasoft Evidence Center deals with Chinese hieroglyphics very well for instance. But if you want to examine the results, you will need an interpreter or software for translation.

Although most forensic tools don't do document translations, some forensic tools do allow you to invoke AI cloud services that can do translations.
