I find that quite concerning.
Are they saying that don't know how to do it themselves, or is this simply a matter of them wanting you to buy the software to access it?
I've never been a fan of any software that uses proprietary imaging formats over the DD or E01 standards.

Good Afternoon,
We have some image files that were captured using iLook IXimager version 2.1 from December 24th 2007.
We are struggling to find a way of interpreting or converting the image files.
I know that I have spoken to a few of you on here to see if you may have access to a copy of the program but I have had no luck so far tracking one down.
Maybe you have a copy sat on a file share somewhere in amongst old versions of software? Maybe you still have it installed and operational on a computer?
Please let me know if you can help.

i dont have a copy, but its my understanding you need to use ILook to convert the image to something that the rest of the world can use.
I know NW3C is teaching it, so it may be worth reaching out to someone there to see if something can be done.

Conversations with the developer are on-going but have not been fruitful yet.

Oh they know how to do it. Their software can convert it to a usable format.
