Identifying the Major challenges of DF Investigations

There are several challenges I found to affect the executing of a successful Digital Forensic Investigation with all digital evidences collected and preserve. Of these itemized issues listed below, in your experience in using different Forensic Models while undertaking DF Investigation, please identify them in the order of importance.

1. Legal Issues(obtaining legal consent to carry-out the process and acquire data),

2. Technical issues(having the right tools, per evolving technology, to execute DF without tampering with evidence),

3. Administrative Issues(getting through with administrative bottle-necks of organisations/systems under investigation and bureaucracy in the course of DF investigation, either as a LE,private or DF Investigator),and

4. Cost(high cost in terms of time, money, personnel and infrastructure to successfully conduct a DF investigation, even though the eventual result may not justify the cost involved).

PLEASE, REARRANGE IN YOUR ORDER OF IMPORTANCE(e.g 1,2,3,4) AND YOU CAN ADD MORE CHALLENGES NOT EVEN LISTED HERE.

Who are the"we"?
Which "Forensic Model"?

Item #1 should not be even listed as "challenge", it is a pre-requisite, without a proper authorization the DF process would be illegal.
Item #2 is on the contrary a requisite, if you tamper with the evidence there is no valid result of the investigation and additionally there is the greatest risk of compromising the case at hand.
Item #3 is "vague", it is obvious that it greatly depends on the country where the investigation is carried (local bureaucracies tend to vary greatly) and on "whose side" it is, LE or private, on the specific organization (if any) etc., etc.
Item #4 is as well "vague", it depends on the alleged crime, again on the country, organization, etc.
