PLEASE HELP! Need TagID from photo/video

On Tuesday December 20, 2016 at 11:30am my little girl kitty, Cali went missing from our nursery, Artisans Bonsai Nursery, at 9353 E. Fowler Ave, Thonotosassa, Fl 33592. When she didn’t come in for supper I left and figured I would get her in when I came back for the security check.

Later that night she still wasn’t there. After another day without Cali I decided to review the tapes from our security cameras. What I found out just BROKE MY HEART! As the cameras rolled I discovered that 2 customers, a couple that I treated with great respect and hospitality, took my baby girl and put her in their car. They bought nothing so no sales record or cc use.

I have some shots of the tag but it is unreadable (almost readable). I have them in .jpg & .bmp. I would gladly pay someone to retrieve this tag number and help me bring Cali home. I am a retired firefighter. This has been on the news here 4 times and I would also gladly give you or your company the credit on the follow-up story on the news.

Sorry, by TagId you mean the license plate of their car?

There are more than a few Commercial softwares aimed to enhance those kind of images, though of course no miracles are possible.

Here is an article from Amped (that makes one of such softwares):

Most of the correction can be made in an ordinary picture editing software (such as GIMP), usually the issue is with blur and motion blur that are particularly difficult to reduce, but there is a nice tool (freeware) here:

(but the old download if you don' t update is still free)

Maybe you want to have a try at it yourself?

I tried the link for SmartBlur. It did improve it slightly but not enough options that would help this picture.

I had tried to get Amped but they won't even talk to you unless you are law enforcement, Government or military. They don't sell the software to the public. I believe that it would work from what I saw.

All I can tell you is that using SmartDeblur on the sample images posted on the given article page:
articles.forensicfocus...nse-plate/
I can get results similar or even "better" than those Amped published as "their" enhancement.
So - maybe - you are not using the software correctly. Shocked
Try using Smartdeblur on those sample images.

If you upload a few of the relevant images (possibly you could crop just the license plate from the pictures) somewhere and provide a link I can try to see if I can get anything out of them.
As said in the article (and from personal experience) sometimes there is simply not enough info in the original images, unfortunately. Sad
