Its obvious that the device receives e.g. Reference Signal Power Receiver (RSPR) radio frequency signals from cell towers far far away, but the mobile is heavily under-powered to send back the long distance signals. So a asymmetric situation does occur. The mobile knows the cell towers, but the cell towers of not know the mobile. Further case details will be revealed when it become available.

In DS (alerted by an external party like police) a highly elevated cell tower functional equipped with a high-precision motorized directional high-gain antenna for long-distance like 30-35km (Master Cell Tower (MCT) starts pointing to the several OCTs in a logic order. By connecting to the OCTs the MCT 'asks' the OCTs one-by-one Did IMSI y say hello to you? If so the OCT responds with timestamp and radio propagation parameters to the MCT. The MCT is located in a kind of star network constellation.
