A strategic alliance has been formed between Warwickshire Police and West Mercia Police in order to enable both forces to meet the challenge of reducing policing budgets. By working more closely together the forces will benefit from greater operational and organisational resilience, making us the fourth largest geographic police area in England and Wales.

The main purpose of the role is to Lead the operational and technical efficiency for the Digital Forensics unit, including the leadership, management, development and motivation of personnel. To be the lead for both Warwickshire Police and West Mercia Police in all matters that appertain to Digital Forensics. Keep abreast of National developing best practice and innovate and develop the internal approach, advising Head of Forensics accordingly.

Participate as an active member of the Forensic Services Senior Management Team and act as a subject matter expert.

Main Responsibilities:

To establish and maintain procedures for performance monitoring and quality assurance for the Forensic Imaging and Digital Forensic Units. To determine the key performance indicators and drive operational performance and productivity. Establish procedures to ensure compliance levels are met and meet the appropriate ISO quality standards.

To manage budgets by preparing budgetary estimates, controlling expenditure and to regularly monitor activities to ensure that resources are used within budgetary constraints. To secure and distribute resources adequately to match Policing priorities as demanded. Supported by the departmental business plan be proactive in the development of continuous improvement and innovation opportunities and prepare business cases for consideration by the Executive.

Produce forensic strategies to deliver the highest quality service to the Force during serious and major crime / incidents, maintain anti contamination matrices and manage the flow of forensic exhibits through the Digital Forensic Unit. Further develop appropriate strategies for the submission of items to the external Forensic Service Providers.

To manage and be the lead in the procurement, implementation and maintenance of Digital Forensics outsourcing contracts.

To correspond with Investigators, Forensic Service Providers, College of Policing, CPS, the Forensic Regulator, UK Accreditation Service, Transforming Forensics and other external bodies in order to maintain awareness of new developments in the field, the continued implementation of good practice and to ensure the correct level of service is being provided by the Units.

Maintain own professional knowledge of digital forensic techniques and advancements. Liaise with appropriate outside agencies and represent the relevant Units at meetings. Provide expert advice and guidance to the Head of Forensic Services, Heads of Forensic Units and Senior Police Officers, the Forces in general and external organisations to maintain standards of service and market the services of the Digital Forensics Unit.

Provide technical management resources in support of the Forensic Quality Manager & Forensic Compliance Unit in relation to the quality management systems, ISO 17025, ISO 17020 and the Forensic Regulator’s codes, required in the Digital Forensics Unit. Ensure continued compliance with ISO standards in all areas of responsibility.

Create, develop and maintain policies for the Digital Forensics Unit that supports the organisational strategy, aims and objectives. Maintain knowledge of relevant legislation and national guidelines and where appropriate ensure compliance throughout the Units.

Chair and minute regular meetings with staff in order to identify areas of good and poor practice throughout the Force, to include performance, equipment, methodology. Provide regular updates to all staff within the Digital Forensic Unit to ensure that they are aware of Force policies and developments in the wider forensic community that affect their role.

To support and assist fellow Heads of Forensic Units providing management for other Forensic Units where required as part of the Senior Management Team and being available to contact and travel out of hours.

To undertake other duties commensurate with the nature, level of responsibility and grading of this post, as required.

Experience/Skills:

Educated to degree/NVQ level 4 qualifications or equivalent experience of a similar role within the workplace.

Has a management or leadership qualification or equivalent proven experience in the work place.

The aptitude to develop an indepth knowledge to a strategic level of how digital technology supports and aids crime investigation and an understanding of how those techniques are applied in a proportionate and cost effective manner in order to obtain best evidence.

A good understanding and practical application of risk management

Understands the benefits of standardised good working practices and has the ability to write effective and proportionate policies and procedures to reflect these.

Extensive experience of leading and managing teams within a performance driven environment.

Experience of managing significantly complex operational situations and development of clear strategies supporting high levels of service delivery.

Experience of engaging with professional bodies, ie NPCC, College of Policing in order to develop and improve areas relating to digital forensic evidence and service delivery,

Experience of the implementation and maintenance of the technical management requirements e.g. scientific UKAS quality system ISO 17025 / 17020.

Experience of working closely with the commercial and/or academic sectors. i.e. Forensic Service Providers.

Ability to communicate and influence at all levels, adapting the style of communication to meet the needs of the audience.

Able to prioritise competing demands and take a risk managed approach.

Excellent interpersonal skills and ability to lead, manage and maximise the potential of staff in a diverse working environment, encompassing various scientific and investigative functions.

Demonstrate a proactive and innovative leadership style with a focus on continuous improvement and efficiency.

Demonstrate high levels of personal responsibility and flexibility

Understand opportunities through researching National best practice and have the ability to apply new forensic innovations and legislative or Forensic science Regulatory requirements to the alliance forces environment and make and enact recommendations.

Preferable Comprehensive knowledge of forensic techniques that can be utilised within a criminal investigation.

Special Conditions

Ability to travel throughout the force areas of Warwickshire Police and West Mercia Police.

Occasional out of hours advice.

Exposure to disturbing/unpleasant images or tasks
