Video Enhancement Software-Free Options?

I'm currently in the process of communicating with a couple of companies that provide video enhancement software and training. I was wondering if there is anything available that is free and whether or not it is even worth fooling with?

Have you thought of VideoCleaner? Free, open source, and very effective. It is also well supported by the author via a Linkerin forum.

Extract faces from cctv footage.

I am looking for some software that can extract faces from cctv footage and populate a database with the results. Does anyone have any ideas?
