Have you tried the Adobe Flash Player?
Try with VLC first thing:

If it doesn't work you can try demuxing the files with ffmpeg, I presume you are in a situation similar to this one:

CCTV systems can be a pain in the backside and often have proprietary formats.
This is quite good and supports a wide variety of them: https://demux.co.uk/cctv-analysis-products/dvr-examiner/

Always start with the proprietary company and their software.Â
Usually you can take a thumbdrive into the unit, format the dates, and download.
OR there is a viewer from a software site to view the files from.
One bad thing about the viewers is, sometimes they force you to look at very small boxes which if enlarged don't scale well.

@watcher i tried dozens of media player but they won't get played.
@rich2005 yes dvr examiner is good one but it won't recognise the drive if its formatted in NTFS format.
So finally Mycctv dvr recovery software came to help. I scanned the drive with this and don't no from where it found all the footage in .avi format. All other data recovery software's only found some . swf format files.
Elecard can play them and
fonepaw video converter ultimate convert them all formats
