Android Phone Data Recovery challenges

Hi droopy and Friends
Myself nilesh from India. I run a small data recovery business. To add portfolio of services I have tried to start Android phone recovery ( Accessing /Imaging phone internal memory)
Since it is been kept secure we cant directly access it. Only way to access it is
1) Buy expensive tools like cellebrite which is not practical as india being a value market Photo recovery charges from android are typically less than $70 .
2) By rooting -

I have tried many software like KINGO DR. Phone etc , but none of them work,
Is there any guranted way to image / recover phone memory ? Is there any low cost hardware
which will be affordable ?
Recently I have visited my friends lab . He is having acelab flash recovery kit as well as and RUSOLUT ( https://rusolut.com/) These two tools are ultimate in chip -off technique.
He has shown me hundreds of memory dumps of phone which are not recoverable as newer android phones are encrypted by default and we cant decrypt by any means.
So new phones — a)cant be rooted b) Chip-off is of no use 3) JTAG again is of no use.
Is there any solution for rooting any android phone irrespective of make /model / android version ? Or is there any custom software to image phone memory ?

@athena Susteen sells mobile device cable kits that would make rooting Android devices more effective assuming these cables support the devices sold in India.
