Sorry, I don't mean to pull up a dead thread, but…. as a newbie I am just really curious about this question.. The question to me does not give enough supporting details to answer this correctly.
You are (almost certainly) not being asked to give the correct answer. Most multiple-choice certification exams ask you to find 'the best answer'. You only know what's actually in the question, and you only have a small set of alternatives that you can't change … and you need to decide between them.
It's not enough to have a mental flowchart, and follow it – you need to be able to evaluate the different choices, and adapt to actual circumstances.
Two alternatives appear trivial to eliminate, and the main problem seems to be to decide if it is better to report to the victim or the victims lawyer. And even that choice seems fairly easy to make.
