I'm interested in possibly CHFI and CCE certs. I'm a computer forensics major, but I'm in my late 30s. My goal when I started school a few years ago was to get into forensics, but since I live in TX, this has proven to be a challenge due to legal requirements (PI lic., lic. peace office, LEO, etc.). My question is if I go for the above certs without the real immediate need for them, do they help at all to land a position that deals with forensics should I try to go to work for a private agency like Ernst & Young, or other auditing type firms that have forensic depts.? Currently, the position that I hold with the company that I'm with would NEVER use any forensic abilities in this regard. I'm a routing/security engineer.

afaik, CCE is a well respected cert for non-LEOs and since you're looking to get into forensics, certainly can not hurt.
It is difficult to get your foot in the door with some good quals, and certainly much more difficult without…

Don't be so sure. About half of our engagements involve intrusions, malware and other, network related, events. If this is your background I might consider starting with network forensics training.
