I agree. I doubt that criminals recruit only people with law enforcement experience. And most electronic "crime" is white collar and not, necessarily illegal (and by that I mean cannot be prosecuted through the criminal judicial system).

UCD Have just announced a Digital Investigations course (Forensics and Investigations et al) I posted a link recently to this forum. I think its part time but not distance learning. Designed specifically for NON LEA.
