When do you recommend the use of TIFF files?
When do you NOT recommend it?
What software do you use to convert files to TIFF format?

Details, experience, feedback, it's all wanted, welcome and appreciated! )

Are you talking about a comparison of lossy vs. lossless formats from a graphics standpoint? Or are you talking about TIFF vs. native format for electronic discovery? Or something else?

My opinion - if the court has not ordered to tiff, i would not suggest to tiff.

I follow this rather closely. There are any number of papers on the subject. Often it comes down to uniformity, preservation of evidence, acquisition and searchability weighed against discovery of hidden data and the inability to view proprietary data.

Journal for Reporting and Captioning Professionals - The Electronic Evolution of Evidence

Digital Mountain - Gaining a Competitive Advantage in Electronic Data Discovery

Lexis Nexis - Applying Sedona Principles
