A third would country - Clean Slate. (CP knowledge anyone?)

G'day all,

I have been asked to conduct the first digital investigations to international standards in an as yet un-named third world country, and I would really appreciate everybodys input in a plathora of issues. Following the first investigation I will be petitioning aid programs and donors to sponsor a project to equipt the local government with the skills, equipment and laws/proceedures to conduct DI's in the future. For now, I'm focused on the case at hand.

The first step, is an investigation involving copious amounts of CP. I would really like to hear from LE internationally on a number of issues.

I am drafting an imunity/impunity agreement with the government, as there are no laws or policies in place as yet, I want to make sure I have myself completely covered.

I am asking that the government officially recognise me as an "Authorised Computer Forensics Expert" - This may be important should the defendant have a strong legal team, or to protect myself against international laws.

Is anybody able to tell me if their respective countries have laws which extend beyond national boundries? I know there are some countries which can charge paedophiles for assualting a child in another country, but are there similar laws for dealing with CP? In the course of my investigation I will definately be copying and viewing CP. Where do I stand, and what should I do to cover myself?

Could anybody provide, or point me towards the latest legislation/guidelines/policies/laws in regards to CF investigations in the USA, Australia or UK?

Is there anybody within your countries respective LE agency who would like to be a point of contant or advisor?

What are your recommendations in regards to distributing the evidence to international LE as it may contain pictures or information about other cases or criminals.

As this is just a quick hash up 16 min post on a forum, its highly likely I haven't covered many important issues which should be discussed. I would like to welcome any questions or suggestions, or even points for further discussion. I think its very important that everybody who is interested, has a good think about how they would approach these challanges and share their thoughts with me.

This could turn into a very exciting community collaboration. "If you had a clean slate, what would you do?"

Hi Third World Citizen,

One thing you may want to have at the back of your mind is that the world is now one village. How big? Well very small. The Internet has shrunk the world into a very small place. Your investigations should be done to the highest standards of international law. When it comes to CF the best resources are the chaps at Scotland Yard and the FBI. Check out the NIJ site for guidance. If you can meet those standards then I believe you are covered.

BTW I am also from a third world country. I think you should study the standard procedures from the resources mentioned above and write out your contract stating that you're going to be following these. You might also want to include the fact that when there are misunderstandings you will be applying xyz laws (xyz being from the country whose SOPs you'll be applying). Once they sign off on that you're home free. I'm in the corporate realm so not much experience with criminal cases.

There is, AFAIK, no such agreed international standard.

Distributing IIOC images to LE from within the country you are working in will depend on their national law. Explaining precisely what capabilities and systems international LE agencies have in place for handling IIOC is probably best not outlined on an internet forum…you would be better discussing it personally with the relevant authorities in your home country, in fact most of the information you need; international contacts, documents, policies etc is probably available via your national government or LE agency. Again it is unlikely that anyone is going to discuss LE point of contacts for child abuse cases on an internet forum. I understand why you want to restrict information that you give out, but I hope you also understand that LE people who may be posting on here would also want to restrict what they give out to an new and unknown poster.
Your home country Government seems to be the best source of advice for the project you are describing.
