Any free program which can increase the size of a pic?

Does anybody know a forensic tool which is able to resize a pic loosing the minimun quality? I mean something like Reshade, but better if possible.

I don't think that image enlarging is "forensics", in the sense that what you do is applying an algorithm to an "original", re-sampling it, and of course different algorithms will give different outputs.
