Blackberry storm 9530 Government Issued

I have a Blackberry storm 9530 that is government issued so it has special security settings designed by the folks at RIM. I've tried imaging this thing using DS, cellebrite and a couple other tools AND I’ve tried creating a backup image of it using the latest Blackberry Desktop Manager to no avail.

No matter which tools I use, when the phone is recognized and it looks like data is being read, the phone makes a "Ding" sound and then freezes the software tool.
I'm hoping that someone out there has conducted a forensic image or a BB Backup of the 9530 with the government security settings. Any help would be greatly appreciated.
