Let me see if I can explain this easily.
I have a MetroPCS CDR from 2010 that occasionally has the number 811 in front of the users Dialed Number.
The MetroPCS "key" does not mention the number 811 anywhere.
the 811 appears before the target number.
So, example the CDR's are for the target number 702-123-4567
in the dialed number column there exists 81170212345767. (Like he was calling himself)
But, the direction is always "Incoming Call", and Status is always "Answered"
In the "Special Features" column it lists the call as CALL FWD -BUSY or CALL FWD - NO REPLY
I would like to say it's voice mail but the "incoming call" status and the CALL FWD -BUSY or CALL FWD - NO REPLY messages have me stumped.
I have not had the chance to call T-Mobile as of yet.

I wonder if it could be related to some kind of phone call forwarding service. Google Voice, for example, gives users the option of configuring incoming Caller ID to display the caller's number or the user's own Google Voice number when receiving a call.
Let us know what you find out.
The Key from Metro may not have that specific code. Have you called Metro specifically to check with them?
The idea of forwarding to Google Voice is a good one. If you have an exisiting GV account you might want to try and add the target number to it. If the target number is already attached to a GV number you will receive an Error message letting you know the target number is already linked to a GV account.

The only time I have ever seen something like that is in third party dialers and mixed up prefixes. For instance the prefix "*82" unblocks the senders number when dialing, however in some third-party apps and logs from providers it will show up as either "082" or "882". I would assume that your thought about call forwarding is pretty close to what you are looking for.
