Alien,

Keep in mind, too, that many times, training is focused on the needs of the company the examiner works for…for example, if they're seeing an increase in the requirement to image/examine cell phones, they will focus resources in that direction.

The goal of more general or more varied topics needs to be availability, including pricing, timing, etc.

In law enforcement, at least in my state, first responders are usually detectives or field officers whose knowledge of electronic evidence is limited. Perhaps they've been to a seminar or two or have reviewed some literature. We don't expect them to go beyond "pulling the plug," and, all too often, some will do a little surfing on a machine. I think that a checklist is beneficial, and we point local agencies to the information available publicly at http//www.secretservice.gov/electronic_evidence.shtml.
I do advocate live acquisition or variations thereof, when the examiner is qualified and conditions merit that approach.
