Use the search feature on this forum and you will find various topics on the subject(s). There are also articles on FF in relation to JTAG. For Chip-Off, take a look at Jim from Binary Intels article he wrote a while back here. Both Chip-Off and JTAG are not for the faint hearted, you need spend time doing some R&D.

Credentials as such no; training yes. There are a couple of company's in the UK/US who run Chip-Off/JTAG 'Forensic' courses, mainly covering rework technology and analysis of the raw data acquired from whatever programmer/flasher box you are using to read the data via etc. Teel Tech in the US and Control-F UK. Depending on your soldering/rework skills, it may be worth looking into rework based courses.

I would advise looking at doing some IPC courses. They are not "chip-off" certifications as such but will give you the foundation knowledge in repairing, and identifying faults.

Electronics Yorkshire so some excellent courses, which I have received first hand.

We opened a classroom in Germany for both JTAG and Chipoff, training in English and German and French soon. Look for upcoming classes at the Teel Tech Canada website and/or MH Service in Germany. UK classroom in Q2-3, watch for it.
