The FSR report strongly infers cell site analysis is not a precise science and does so by definition to a number of instances where certain language, types of approach, lacking objectivity and lack of critical analysis is to be avoided. The report also highlights conducting cell site testing etc with consideration of the environment the tests are being conducted and the various modes of connection to a particular network etc and radio transreceiver/technology networks.
This is a useful document and welcome the strong guidance to avoid bias language. Changes from Issue 1 are shown as highlighted sentences or paragraphs.
I have added a new write up on tests conducted by the ITU to provide enhanced location identification. The ITU report was written in 2017 and adoption of these ITU specifications is network operator optional. However, the ITU approach does add to ways to conduct cell site analysis, moreover it re-confirms knowledge and practices already adopted by CSA (CDR analysis, mapping etc).
