A friend of mine got a virus on there machine that told them to reinstall windows on their system. After they did that they realized that they lost all their files(they mainly care about all their picture files). They were told by their neighbor to restore their computer using the other partition. I told them I don't think that will work because all the old restore points are gone when she reinstalled the OS. Is there a way to recover at least most of their files? What program do you guys recommend to do this?

There are many data recover programs. For non-forensic issues GetDataBack from RunTime software is pretty good. A little Googleing will turn up many choices.

We use r-studio, you might want to check that too.

If you are familiar with Linux Live CD's try using one to check see if the files still exist. Then copy them out to another device.

If not, have they / you tried logging in as administrator (Safe Mode) from an F8 interrupt at start of boot. . ?
Check if the files still exist as the user may just be locked out of the directory.
You can then re set permissions for the files, or offload them.

Other than that, you might want to try Photorec. it's a data carving util, free and can be found at cgsecurity.org

Whatever program you use, be aware that if you install to the drive you are trying to recover from, you may overwrite the very data you were trying to get back.

You could always try a data recovery company?
