Device boots but hangs trying to connect to something help

Hi

Can anyone help in assisting what is going on with this Alcatel One Touch. After switching it on (SIM out) it appears to be trying to connect to a network but then hangs trying to connect. I cant get past this stage? I've even cloned to SIM (network blocked) and nothing

Touch the 'network' icon nothing happens, touch the 'Nav' and it takes you to a typical satnav program.

Device seized in the UK, owner is European
