We internally got ordered to run a more social-oriented approach in collaboration with the public. The process is called LEA Listen, Explain and Ask. As some people are frustrated in general by the Police and are not able to divide the internal divisions (for them its all the same) to listen is crucial, many times you cannot help or its controversial. To next explain that you take these problems seriously and give them a feedback at least then it splits in Trust or NonTrust. Papers we only show if this fails.
Humans know more than you think. They decide what to share and it also depends on how you help them to find what you are looking for. As there is no money to spend on information I learned that ordinary users manytimes have questions or problems on their mobiles or computer, tvs at home.
If we know that a certain person for sure has crucial information, we wait until trust is built or mutual acceptance is possible.
As this case was IT-related the IT guys itself manytimes are open as we share the same digital platform on OSs and server landscapes.
Its all about finding mutual interest.
Well, again the point I was doubtful about and I was trying to raise is not about being cooperative or not cooperative, it is about liability (and/or possible consequences) of "sharing" information, particularly when there may be "privacy" or however "sensible" data at hand without or outside a specific Law frameset.
Specifically, one thing is releasing a specific statement in the form "from the logs MAC xxx-yyy-zzz-111 was connected to my WiFi network on dd/mm/yyyy from hhmm.ss to hhmm.ss" or "There is no trace of any connection of MAC xxx-yyy-zzz-111 to my WiFi network on dd/mm/yyyy in the logs" and another thing is "handing out the logs" which is likely exposing the behaviour (presence or absence) of hundreds or thousands of people in a given timeframe.
Again the Law in Switzerland may well be very different from other countries (and as well the relationships between LEO's and population may well be different) and it is good that in that part of the world you can get by just upon a smile, my doubt was about how that experience could (please read as will) be very differnt in the Wild World.
