Does anyone know why IE adds the suffix [1] to cookie files?

I'm still stumped, even when there is a user, lets call him user@usersite.txt[1] , when I look in the cookie folder there is no user@usersite.txt[2] only user@usersite[1].txt ?

Why does IE append this [1] to the files? I've looked all over Microsoft's website for the answer to this question but can't figure it out. What does the appended [1] signify?
