IF your drive is Locked by ATA password then i would suggest the following tools to verify it
1- MHDD v4.6 (http//
2- Victoria for Windows
both will tell you if its locked or not (freeware)
something else here, some tools (Apps) will report DRIVE LOCKED when its UNABLE TO READ ANY SECTOR after some certain time.
means the 1st. 1000 sectors if NONE is readable it will ASSUME its locked (ATA password)
but the drive is NOT locked and its a Toshiba with G-list issue.

You can get a list of attached drives using the /LIST command. Assuming the drive of interest is #2 you can get a report on ATA security using the /INFO command. e.g.
ATATOOL /INFO \\.\PhysicalDrive2
Look for these fields
HPASecuritySupported - ATA password feature is supported
HPASecurityEnabled - ATA password feature is enabled (likely cause of problem)
If you can, you may like to post the output from the /DETAIL command. This contains the ATA "Identify" sector used to report most features and also, if supported, the device configuration overlay (DCO) sector used to report the original drive features. This may allow a better explanation. I think it is possible to disable ATA security using a DCO although I haven't tried this yet.
NB There should be no user identifiable detail from the /DETAIL command but this *will* include the device serial number. If you don't want to post this online you can redact it from offsets 20-40.
