Observation. If you have extracted and harvested data containing personal information to send to another whether acquisition ahs occurred from chip-on or chip-off and the data is encrypted or not the General Data Protection Regulations may still apply to those operating in the EU. Even where one party is outside of the EU and sends into the EU area or vice versa.

If .bin files have been created from dumps from smartphone chips, whilst your client maybe happy for distribution, identification of others and their personal data they may not be so accommodating.

Senders and receivers of files may wish to consider operating a compliance agreement before exchange of data.
