Humans in public hate surveillance (negative connotation). In public also are possibilities to get web access free and non-surveilled (not closeable by regulator for several reasons). What (new) form of surveillance would be liked by humans? Liked only if there is a direct benefit/value for the individual works. But no cash outlet connected to public cams.

If I have understood the question correctly, the most obvious answer to me is any surveillance or monitoring that can protect the most vulnerable in society. For example, something that protects children from predatory paedophiles. If - and it's a big if - it can be done securely and accurately, nobody can argue against that, assuming parental consent.

But we recognized that geofencing of criminals is not enough. Now we test an App for children warning them in case a criminal does not follow the geofencing and we as LE are too slow to catch.
We also initiated that art objects around cams would bring people to the point to say Please do not remove, I like the art and then they no more only see the cam and silently accept the bad because of bigger good in their perception.
In a library having the problem of people misusing free webaccess we turned the computers towards other visitors which looks like privacy violation but the goal was social control as an alternative towards more cams.
But we have not reached the solution which is in general public accepted. Its clear to use local differencies is ok, if you can, but what to do NEW to get HAS in scale?
We really search for HAS, because its an element to fight vandalism. To make surveillance hidden and invisible does not work, public feels fooled (negative connotation gets confirmed and amplified).

You might have seen in my profile, i am born, living and working in Germany. In the last century we have seen two governments which established a full surveillance of the public. Seen from todays`s perspective and technical possibiliities (Smartphones, PC, GPS, Malware, CCTV, Face Recognition and much much more) actual surveillance technics could be a nightmare in the hand of an extremistic government. Which surveillance is acceptable? None, except some CCTV at known "hotspots" for terror acts like Railway Stations and Airports.

Danke Robin, I just know that Crime does everything to avoid hotspots, they search for the last airport getting cams, they hide as worse as you can imagine.
The problem is that with new methods of Facial Personality Recognition FPR too much alerts get off at airports and so on. And its still humans which have to catch suspects, our robot is too slow and has to open missing PinCodes…
Also too many alerts are not solvable with not enough resources. That I experience.
Its also a new form of triage required as LE does not have engough resources. So frontline triage will bring more work for shop personal, ticket counter workes, cafe and restaurant runners and so on. The public says Its the Police's work, yes but works less and less as the cams feed too much supects NOT IN A DATABASE registered. So the Police is guilty. Shall I quit my job?
And good luck if you were in charge and did not run to catch a suspect who after blows things up.
