Those are the NSRL lists (I have those already.) I was talking about the HashKeeper lists, which are in a different format from the NSRL lists and contain some hashes which NSRL don't (and vice versa.)

I thought the NDIC database includes all the NSRL lists. Is that not true?
I do not think that is correct.
Your best bet for the absolute correct answer is to contact Heather Strong at usdoj.gov.
Sometimes it will take her a day or two to answer her email. She does an outstanding job fielding questions and providing answers.

The hashkeeper database is not online anymore. The only way to obtain a copy is to contact Heather Strong at DOJ.

Right before the link you mention, it says "NIST has also converted the RDS format data into data files for some commercial products" after which Hashkeeper is one of the formats listed.
It's not the DOJ data, but the NSRL data in a non-NSRL format.
