I called Western Digital technical support and gave the serial for the drive. They informed me that it was manufactured in October 2006 and sold to Dell. They usually take around a month to two months after manufacture to get into computer stores.

Harlan's link to the Microsoft website pretty much spells out the effects on times and dates in relation to user involvement and is quick to read.
It's worth being aware that files created during a software installation will likely have dates relating to when the files were created or packaged by the developer. As many of the files placed on the hard drive will have been extracted to the various folders they would not have taken on a 'fresh' date stamp at the time of install.
It''s also worth considering if a hard drive were set up using a Ghost image or similar. Dates and times would be based on the original drive and the original computer.
There are of course many other factors that can result in what might appear to be time and date irregularities but I think I have sufficient typers cramp for now.
