How do incident responders communicate?

I found a Linux distro called Orion that was made to help responders communicate securely using Citadel. While the main idea is great, I was kind of disapointed the actual OS.

I'd be surprised if there was an alternative OS to Orion, so what software are people using? Citadel or something else?
