I never changed the light bulb, in fact I have never seen it - someone broke into my house and planted it while I was out.

Three. One the change the light bulb and a second to handle the chain of custody and evidence bags for both the new and the old. Plus you will need someone to maintain the long term storage evidence locker while the courts decide the disposition of the old bulb.
You can't. The new bulb requires a different dongle and bulb v2.0 is very slow to produce light. The v6.x from another maker flickers badly. Might as well stick with the old bulb.

We don't use real bulbs. Instead we use paperclips for young bulbs and bulldog clips for adult bulbs.
This depends on whether the light bulb is in a police environment or not.
If it is, you will need one analyst to do a risk assessment.
A second will be required to see if the new bulb complies with Health and Safety regulations, particularly with brightness, colour of light and type of diffuser.
A third will be required to see if there are any race and diversity issues and what the community impact is likely to be once the bulb has been changed.
A fourth will be required to point out that none of the analysts are actually qualified or trained to change a light bulb and that a suitably qualified individual must be contacted to perform the change.
The fifth one will be tasked with arranging to get the suitably qualified person to attend.
The sixth one will be tasked with writing a business case to justify purchasing a new bulb, and to outline the potential benefits to the organisation, as they have realised that bulbs are not something which is stocked because of the health and safety issues.
The seventh will be tasked to present the business case at the bulb procurement steering group.
The eighth will be tasked with producing a tender document and getting three competitive quotes.
The ninth will be tasked with reviewing the procurement process to ensure it is fair and complies with current legislation and local policy.
Quotes will be obtained. Once the bulb vendor has been identified, the welfare department will get involved to discuss the impact on the two unlucky vendors once they are told they did not get the contract to supply the bulb.
Once the vendor has been identified, another analyst will need to contact them to obtain the relevant details to allow them to be added to the order/purchasing system.
Another will be required to complete the purchase order in triplicate getting their supervisor, department head, business manager and budget holder to countersign the order.
Another will then take the order to the business unit which will then place it on the system and pass to another department to place the order.
