Try to Google "erase restore points". You'll find lots of information. The System Volume Information folder is hidden by default which is why you don't see it unless you are using a tool which ignores the ACLs.
Also, be careful. You can delete all your Restore Points and turn off System Restore, but you can't delete select Restore Points and expect to have a system which can be completely restored to any point in time.

but ironically restorepoinrs was turned off a lot of time ago. is windows writes new restorypoints in any user chosen case?
Look at the contents of the Restore Points and the dates and times and then look at the log for hotfixes and service packs. Some installations of service packs and hot fixes will automatically create Restore Points even if you have them turned off. Also, some non-Microsoft software will do this as well.
