Rufus application to burn .ISO files to USB drives:  https://rufus.ie/en/

PenDrive Linux application to burn .ISO to USB drives:  https://www.pendrivelinux.com/yumi-multiboot-usb-creator/

Please choose the Yumi UEFI + Bios version to burn the .ISO files which will allow one to boot Windows secure boot computers.

Why on earth would you want a bootable CD.

Very few new machines have a CD drive and USB booting was introduced in 1999.
