Given the launch of Vodafone 150 black candy bar $15.00 ULCH phone, I have just raised the observations if the phone is aimed at developing countries (India, Turkey, and eight African countries) couldn't the phone equally be used for humanitarian aid to pay credits that that user can go and buy food and water, medicine etc.
Whether the humanitarian aid idea is followed or not, there is still a calculated risk that ULCHs' can end up being exported into Europe and potentially used for crime. So I suggest the idea of a VIK to be associated with IMEI.

"Re-purposing" and reuse is highly valued in third world countries.
The VIK & IMEI, although has some value, it is limited in my opinion.
Those who intend to avoid detection will spend $30.00 (£20.00), instead of $15.00 (£10.00) and get an other unregistered or second hand version of the telephone.

Circumvention of VIK is unlikely as it is not in the same physical, logical or air interface slot. I am sure you understand I wont be publishing how it can be done, otherwise everyone will see it.
The purpose is to stop the phone from making calls at first instance. I don't (give a monkey's wotsit) care for the person who knowingly buys a rogue phone and gets ripped off from their phone dealer for a non-operable phone. That is their look out; not my problem.
