I have a clip from the SPYCAM but I could not recognize any clear faces! ! ! How can I clear it ?
A "SPYCAM" may not produce the high quality video that is necessary to enhance for facial recognition.
What is the resolution of the camera? What is the format (MJPEG, AVI, etc.) that was recorded?
Unfortunately enhancing video does not happen like on TV.
Camera resolution is 3MP and object is far from the camera but its showing colors, dress and activities but I want it to clear the face only.

3Megapixel is pretty good. There are other considerations the recording format, the frame rate and as you mentioned distance from the camera.
If you have the budget, Ocean Systems makes some nice tools, but unless you have a background in video the system might be a bit overwhelming to start.

Alternatively you can try to grab some of the frames and work on them individually as images.
From there you can use tools like GIMP to enhance the image.
I often use it in photography and the results can be amazing.
^^^True. I often use Photoshop with various plugins to work on problem captures, however if you do not have a background in graphics it is not very intuitive. Additionally there is a fine line between enhancing and altering. If you go to court you need to be able to explain that.

Megapixels mean absolutely nothing in digital photography. Lense quality outweighs MP count … and the MP count can be embellished with FFT applied or any other number of mathematical tricks. So 3MP may just not be enough.
