Update
I think I have found what has caused this.
The time detailed in the file name is taken from the time set on the handset at the time of the recording. The voice memos app also stores a timestamp in the Recordings.db file, which is a UTC time stamp.
I managed to get similar results by setting the timezone of the iPhone to Cupertino. I set the date and time as specified in the original post and created a recording, which produced a file with a name consistent with what was reported.
I then changed the timezone to Dublin, as per the device settings produced by the original poster. The file name has not been changed, however the created time in the voice memos app now says the file was created at 2352 as the app is applying the current timezone offset to the UTC timestamp stored in the Recordings.db.
From what I have seen so far, it seems fairly reasonable to say that the time in the name of the file would have been what was shown on the handset clock at the time of the recording.
