It can be if the phone is jailbroken and has SSH installed. An investigator can then SSH into the phone and push an image out via DD. You would have to hope the suspect hasn't changed the default password (alpine).
Every iPhone has a computer it's synced with. By using MacLockPick you can acquire all the information contained on the iPhone and more (like deleted contacts, deleted SMS messages, etc).
