I've seen that a few forensic related tools although open-source, have been released on a LE only basis. I can definitely see the purpose behind doing this, however I'm curious who the forensic community considers LE to be (i.e. is it literally only police or the LE community at large) and how this is verified.

I'm wanting to know this because I'm writing some tools which I'm considering only making available to the LE community.

I can think of a piece of software created by Darren Freestone called Registry Browser, which is a freeware tool intended for LE only. I'm not sure how it found it's way into our hands at the Metropolitan Police here in London but I do know that some of our contractors, who do LE overspill work only don't have it.

I think it must have been passed to practitioners in LE directly by the developers and told to keep if it is passed on to be for other LE people only.

As far as I know, Registry Browser was released to members of IACIS. That was the easiest way to verify it was going to LE only.
