Does anyone know if there are special licensing requirements to perform forensic collections in Canada?

As long as you use methods and software that satisfy the Daubert Test and establish a clear chain-of-custody, you don't require any specific license or cert to obtain admissible forensic evidence in Canada. You could theoretically produce a forensic image, analyze it and deliver admissible evidence using open source tools and without any specific certification or license. However, you're not going to be able to get on the stand and back it up with expert testimony if you've got no relevant certs or education. Furthermore, depending on the caliber of counsel retained by the opposition and the level of understanding of forensics on part of a particular judge (generally low), this perceived lack of expertise on the part of the "forensic examiner" can make it substantially more likely that some or all forensic evidence may be called into question or thrown out entirely. And, of course, from a marketing perspective certs are very important.
