What operating system are you running? I think MS-DOS was last embedded in Windows 9x/ME. But if you are running XP, try the System Restore to get the command prompt back.

If what you want is an icon on the desk top, create a new icon pointing to %SystemRoot%\system32\cmd.exe. A quick and dirty is Start –> Run –> enter cmd and you'll have a command prompt. If cmd.exe has been deleted you have a different problem.

Not sure what software you were installing when command prompt "got crashed", but have you checked for the presence of a rootkit or a Trojan downloader? These and various other nefarious programs often cause problems with files in \system32\.

Well, my best advice, if you have any doubt about having been hacked, would be

1 - try to identify the way you could have been infected.
2 - Reinstall your whole system.

I'm not a big IT security specialist, but I know it can be tricky to fully clean up a computer which has been infected …

In any case, I find that a regular reinstallation of a system is necessary, especialy if you install / uninstall a lot of software.
