Is there an area in the registry or on the hard drive that will show the Outlook accounts that are currently or have previously been used?

for Outlook Express, you will find detailed information here
http//www.insideoe.com/files/regkeys.htm
For other versions, you might try monitoring with RegMon the changes it makes to the registry when creating a new user, or deleting an existing one.

For Outlook, the information is stored in the NTUser.dat for each Windows User account and then it is under

Software\Microsoft\Windows NT\CurrentVersion\Windows Messaging Subsystem
